Ops Tech Alliance was founded by former National Security and Special Operations professionals with over 100 years of combined experience.

Ops Tech Alliance (OTA) was founded by former National Security and Special Operations professionals with over fifty years of experience, and was formed with a singular focus: to bridge the gap between operations and technology to enable mission success. In the rapidly shifting arena of cyber security, mission success depends upon maintaining a technological advantage. OTA provides that advantage.

Euripides “Ruby” Rubio

President & CEO

As President & CEO, Ruby is responsible for providing strategic leadership by working with the executive management team to establish long-range strategies, plans, and policies. He is also responsible for proper balancing of capital resources and the OTA team.

Ruby had a very distinguished career as a Warrant Officer in Intelligence and Special Operations. He participated in major conflicts like Operation Desert Shield/Storm, Operation Enduring Freedom, Operation Iraqi Freedom, and others. During his years of service in USSOCOM, he was called upon to support and direct several risky and complex missions overseas. This legacy and values – Innovation, Trust, and Purpose – became the cornerstone for OTA today.

After retirement, Ruby realized that there was a critical need for realistic training, services, and cybersecurity solutions in support of defense, intelligence, law enforcement organizations, and private industry. To continue supporting these critical missions, Ruby founded Ops Tech Alliance, LLC.

Kenneth Keeling

Chief Operating Officer

Kenneth Keeling began as the Chief Operating Officer for Ops Tech Alliance, LLC in May 2022. He has been part of the team for the past four years, holding positions as a Project Manager, Program Manager, Business Development Officer, Director of Special Projects and Training, and Facility Security Officer. Kenneth currently oversees eight Prime and Subcontract operations spanning from Florida to Maryland.

He previously worked as a Project Manager on a SWMS-B training contract providing specialized intelligence gathering and analysis to SOCOM personnel, and as a Joint Cyber Operations Planner supporting CYBERCOM.

Kenneth served in the U.S. Army in the Intelligence field for over 26 years, retiring at the rank of Sergeant Major. He spent 16 years in Special Operations supporting USASOC and JSOC.

Chris Fulcher

Chief Growth Officer

Chris Fulcher enlisted in the Marine Corps in 2004 and served until 2016 as a Cryptologic Linguist, Signals Intelligence (SIGINT) Operator, Collector, and Analyst.. Chris spent the first year of his active duty service studying at the Defense Language Institute Foreign Language Center (DLIFLC) in Monterey, California. He graduated in 2005 from the Serbian and Croatian basic course and returned in 2011 for the Persian (Farsi) basic course. Throughout his career, he served at 2nd and 1st Radio Battalions, the Marine Cryptologic Support Battalion, the 24th Marine Expeditionary Unit, and the Special Purpose Marine Air Ground Task Force – Crisis Response – Central Command. His service included two deployments to Afghanistan and one deployment to Iraq, and for his service Chris was awarded a Navy and Marine Corps Commendation Medal, two Navy and Marine Corps Achievement Medals, and a Joint Service Achievement Medal.

Chris left active duty in 2016 and joined Ops Tech Alliance, where he worked as a Cryptologic Linguist and Signals Intelligence operations instructor near Fort Bragg, North Carolina until 2018. Chris then moved on to supporting the company’s operations. From 2018 to 2022, Chris was responsible for managing the execution of the company’s contracts with the Department of Homeland Security, Department of Defense, and the Intelligence Community. In 2022, Chris took on the role of Chief Growth Officer to guide the company’s growth strategy.

Mark Rubio

Director of Operations

As the Director of Operations, Mark Rubio is responsible for the day-to-day business/contract operations at Ops Tech Alliance. He serves as the overall project manager for all of the company’s contracts, and works directly with all of OTA’s team leaders. Some of his main responsibilities include coordinating strategic planning, resource allocation, contracting, and coordinating people and resources.

Mark Rubio has over 6 years of experience in the Army as an Engineer Officer. He received a bachelor’s degree in Environmental Engineering from West Point and a master’s degree in Engineering Management from Missouri S&T.

Joe Laskowski

Senior Technical Recruiter

As the Senior Technical Recruiter for Ops Tech Alliance, Joe Laskowski is responsible for delivering all facets of recruiting success throughout the organization. Joe specializes in the development of recruiting plans, employing traditional recruiting strategies, and developing creative recruiting ideas. Joe plays a critical role in ensuring OTA is hiring the best possible talent and works directly with the Director of HR, Chief Growth Officer, Chief Operating Officer, and project leads.

 

Joe has over 20 years’ experience working as a recruiter delivering top talent for AF Special Warfare, cyber space, and Intelligence communities. He also has over 10 years’ experience managing award-winning, high-performance recruiting teams. Before he became a recruiter, Joe was a Security Forces craftsman. In this capacity, he deployed in support of Operation Enduring Freedom and was assigned to multiple Presidential Security details. He is a graduate of Columbia Southern University with a bachelor’s degree in Business Management with a concentration in Human Resources.

In his free time, Joe enjoys the outdoors and spending time with family and friends. He is also an active member of his church, where he supports a prison ministry and overseas mission projects.
